The key concept is POLITICS. Discussion Overview Before COVID-19, many Americans were already facing housing insecurity, and the pandemic only exacerbated the need for housing assistance. There is also an increasing wealth gap in America that directly impacts housing. Many historically excluded groups (HEG’s), veterans, and low-income communities have struggled to maintain equitable and affordable housing. Have you ever wondered why Houston has extreme poverty and extreme wealth within a few blocks of each other? Why in certain neighborhoods, some roads are paved and well maintained while others are bumpy and cause tire damage? Why is public transportation limited to certain areas of Houston? Why are all Houston area schools, hospitals, and parks not created equal? The 2020 Census notes that Texas grew by approximately 4 million people since 2010. This means that many neighborhoods and highways will need to be updated to account for the increased population. This could mean that many Texans will either be displaced or their historic neighborhoods will no longer exist. Government is more than creating laws to govern residents. Developing public policy and creating solutions to problems is also a large part of the government. Please keep that in mind as you complete this assignment. Scenario: You are partnering with community advocates to advance equitable and sustainable housing in a specific neighborhood in Houston or the state of Texas. You will need to create a community benefits agreement (CBA) outline for equitable and sustainable housing. The outline will serve as an avenue to start the initial conversation and galvanize community support. In your outline, you will need to balance the desire for investors to earn a profit while maintaining equitable, affordable, and culturally astute neighborhoods. How do you balance progress with the needs and lively hood of the community? How do you find common ground between residents and investors? For the purposes of this discussion, here is how I am defining a community benefits agreement. Community Benefits Agreement (CBA): a contract between community groups and a developer that details economic benefits the developer will provide to the community in exchange for community support in a development project. CBA’s can be utilized to mitigate income inequality in poor neighborhoods during a revitalization process. The contract can be enforced by local governments. What are Community Benefits Agreements?
