The book includes and introduction, a comparative chapter, and a number of chapters, each discussing the response of a different country with federalist governments. Please read the chapter on the U.S. to discuss the question above. In order to discuss this question, and shed light on the U.S. response, compare U.S. institutional framework and response with two other countries of your choosing.
Each of the countries discussed in the book has a different federalist structure, and different conditions (health care systems, capacity, economic conditions and the like). If you read the comparative chapter it should give you some ideas for an approach to this question. You can ask, is it the differences in institutional structure that resulted in various responses to the pandemic and differences in economic fallout, or was institutional structure less important than other factors?
Please focus on American federalism, using the other examples to illustrate and allow for greater understanding of the U.S. situation.
