Context of the Question
In spring 2022, there are 662,000 fewer students enrolled in undergraduate programs in the U.S.
than in spring 2021. In California, community college enrollment is down more than 300,000
students from fall 2019 to fall 2021, a 20% decline. The steepest decline has been among Native
American students, African American students, male students, and students aged 40 and older.
You have been promoted recently to Associate Director of the Wilmington Outreach, Recruitment, and Retention Program (WORRP) at Wilmington Community College (WCC), which serves a diverse student population in the area. The mission for WORRP is to recruit and retain students, especially the first-generation students and students of color. WORRP provides outreach programs at local high schools. WORRP also provides counseling to help students define their objectives and plan how to reach them, including college course planning.
Your director has asked you to write the proposal to address the declining enrollment, especially
with Native American students, African American students, male students, and students aged 40
and older.
Components to include in your FYE Repopulation Proposal
Briefly describe the facts of the situation and outline the purpose and goals of the proposal.
Provide historical context of higher education and ethical imperatives for access and equity.
Present two new programs or services by WORRP that will help increase (i) overall enrollment at WCC as well as (ii) WCCs enrollment of Native American students, African American students, male students, and students aged 40 and older. Specifically, for each program or service:
Identify one or more theories that help you understand the problem and that will guide your development of the program or service.
Describe the proposed program or service, including its learning and program outcomes.
Explain how the proposed programs or services are designed to increase overall enrollment and enrollment of Native American students, African American students, male students, and students aged 40 and older.
Identify resources and collaborations needed from other units on campus and in the community to make the program or service successful.
Describe how each program and service will be implemented and managed.
Indicate how the proposed programs or services will be evaluated.
Support your proposal by identifying and citing sources from professional and scholarly literature.
