Donald Trump is considering an executive order that would withdraw the United States from the North American Free Trade Agreement, according to two administration officials, a move that would begin a process of renegotiating one of the United States’ most important trade deals.
The move could upend the economies of Mexico and Canada and disrupt American companies that have come to rely on the decades-old agreement. Trump has long promised to renegotiate NAFTA or withdraw from the pact, but he has wavered on that pledge in recent months as his administration has worked to renegotiate another trade agreement, the Korea-U.S. Free Trade Agreement.
Trump has privately told aides in recent days that he wants to withdraw from NAFTA, although it is unclear whether he has issued a formal order to begin the process of withdrawal. The president has not made a public statement about his intentions.
The White House did not respond to requests for comment Thursday.
The administration has been working for months to try to renegotiate NAFTA, but those talks have bogged down over issues such as how to treat autos and the rules for dispute resolution. Some business groups and lawmakers have urged Trump to stay in the agreement and try to renegotiate it, warning that a withdrawal could be economically disruptive.
A withdrawal from NAFTA would represent a significant escalation in Trump’s trade offensive and could plunge the United States into a trade dispute with Mexico and Canada.
Trump has repeatedly bashed NAFTA, calling it a “disaster” and a “job killer.” But he has also wavered on his pledge to withdraw from the agreement, telling the Wall Street Journal in April that he would not do so “at this time.”
