Scenario: Red light cameras have been installed in many cities in an effort to stop drivers from running red lights. The Mayor has a budget shortfall problem and knows that they could shorten the yellow timing and more people would be caught by the cameras increasing revenue by issuing more tickets for running red lights. However, if the yellow light time is reduced, there would be an increase in rear end collisions. The Mayor is considering ordering the yellow timing to be shortened.

Dilemma: The Mayor has to decide whether or not to authorize shortening of the yellow light timing.
